    DGP Holds Review Meeting on CCTNS and ICJS Systems with State Empowered Committee Members

    Haryana Director General of Police (DGP) Shatrujeet Kapur conducted a review meeting with officials from the concerned departments regarding the Crime and Criminal Tracking Network & Systems (CCTNS) and Interoperable Criminal Justice System (ICJS). Key achievements were highlighted, including Haryana's top scores in the national progress dashboard and consistent high ratings under the Right to Service initiative. Significant improvements such as the development of a speech-to-text feature for FIRs and daily diaries and the effective implementation of new laws into the case diary module were also discussed.

    Updating Case Diary Modules According to New Laws

He emphasized ensuring the upload of digital evidence such as audio and video recordings to secure them for long-term use and improve conviction rates.     Achievements of NAFIS

    Highlighting the achievements of the National Automated Fingerprint Identification System (NAFIS), DGP Sh. Kapur mentioned that 97,719 fingerprint slips of arrested, convicted, and unidentified bodies have been uploaded. These fingerprints have been examined by experts from the State Crime Records Bureau. With the help of 30,585 uploaded fingerprint slips, identities of criminals involved in past incidents have been established, including the identification of 14 unidentified bodies involved in criminal activities. DGP Sh. Kapur also instructed the deployment of trained fingerprint lifters at police stations to collect fingerprints from crime scenes.

     
    Haryana Police Joins Narcotic Control Bureau's 'Drug Free India' Fortnight

    In a significant move to address the pervasive issue of drug abuse, the Haryana Police, in collaboration with the Narcotic Control Bureau (NCB) under the Ministry of Home Affairs (MHA), has launched the 'Drug Free India' fortnight campaign. This comprehensive initiative, running from June 12th to June 26th, aims to raise awareness about the hazards of drug abuse and to mobilize community action against this issue.     MoU with NFSU and CDFD

    A significant development discussed was the MoU between the National Forensic Science University (NFSU), Ahmedabad, and the Haryana Government for the disposal of narcotics seized under the NDPS Act, aimed at expediting the resolution of such cases. Similarly, a MoU with the Centre for DNA Fingerprinting and Diagnostics (CDFD) is in the final stages to expedite DNA-related case resolutions. Kapoor instructed officials to focus on three key areas: creating a visible list of pending cases, addressing uncounted cases, and ensuring swift preparation of sample analysis reports. Capacity building was identified as crucial, along with considering improvements in existing procedures to enhance their effectiveness.

To expedite report preparation, he suggested implementing a two-shift duty system for staff. Discussions also covered the procurement of new equipment for sample analysis. Sh.     Currently, 23 mobile forensic science units are operational across various districts, collecting samples from crime scenes. As per the new law, the Scene of Crime Team must visit crime scenes in cases where the punishment exceeds seven years. Sh. Kapur instructed the deputy directors present to ensure strict compliance with this mandate.

     
    Strengthening FSL through Major Recruitments

    53 positions for Senior Scientific Assistants and Scientific Assistants are being filled through the Haryana Staff Selection Commission, with the recruitment process in its final stages. Additionally, 135 positions for Senior Scientific Assistants, Scientific Assistants, and Laboratory Assistants are being processed through the Haryana Skill Employment Corporation, with 14 already joined and document verification ongoing for others. Moreover, a selection exam for 23 Senior Scientific Officers will be conducted this month via the Haryana Police Housing Corporation. The government has also approved 155 new positions for the Cyber Forensic Unit, with recruitment set to commence soon.

The discussion focused on capacity building, filling scientific staff vacancies, streamlining processes, and implementing a two-shift duty system to enhance report turnaround times. The meeting, held at the Sector-6 police headquarters, included senior police officials and FSL deputy directors from across the state. Sh. Kapur stressed the importance of reducing the time required to process samples by providing additional manpower and equipping the labs with state-of-the-art technology. This, he noted, would increase the output of the specialists. He directed officials to study processes based on industrial engineering principles and ensure the availability of new technology and equipment wherever possible. He also urged them to review the entire procedure from sample collection to the delivery of results. It was announced that new staff would soon be appointed to expedite the investigation process.

Four Haryana Police officers are stationed at the Indian Cyber Crime Coordination Centre (I4C) working with 20 major banks to prevent cyber fraud. Currently, 14 nodal officers from 9 major banks are collaborating with the Haryana Police team to quickly freeze accounts involved in cyber fraud. DGP Sh. Kapur urged the public not to share private banking information such as OTPs, account numbers, or IFSC codes with unknown persons and to avoid clicking on suspicious links or falling for attractive offers in online advertisements. In case of cyber fraud, individuals should immediately contact the Haryana Police helpline at 1930 within the first hour.

    Use of 'ASTRA' Software

    In collaboration with the Department of Telecommunications, Haryana Police has also blocked 496,562 mobile numbers using the 'ASTRA' software, which employs AI and facial recognition tools to identify and block numbers used with fake documents for cyber fraud. Critical information about cybercriminals' locations and activities is shared with other states to facilitate swift action and arrests.
